Mister Rogers measures the cement step with a ruler. He shows the new step to Officer Clemmons who is taking a building permit to the Neighborhood of Make-Believe. In the Neighborhood of Make-Believe, Officer Clemmons doesn’t know who needs the building permit, so he must ask. Daniel explains why his clock has no hands. Lady Aberlin tells Officer Clemmons that they are building in Someplace Else. The building permit is for a community center. This will give the neighbors a place for noise, so that they won’t bother King Friday. Back with Mister Rogers, he explains that noise often bothers adults, so children must find someplace else for their noisy play.
