Mister Rogers talks about balloons and is visited by Bruce Franco who is a balloon artist and sculpts balloons into animal shapes. They talk about how difficult it is for Mister Rogers to even blow up a balloon, but how easy everything looks for Bruce. Bruce explains that he has been doing this for a long time and has lots of practice. Mr. McFeely shows a video of his balloon ride with Maggie Stewart. In the Neighborhood of Make-Believe, Lady Aberlin, the Director of Research, lets Grandpere use her binoculars, and he sees something strange that looks like balloons and birds. Neighbor Aber and Lady Aberlin talk about the missing birds and Aber decides to make another attempt to fix the elevator in the museum. While he is gone. Mayor Maggie calls on a walkie-talkie to report that the birds have been spotted with Robert Troll, and that Old Goat is being missed by his friends in Northwood. Chuck fixes the elevator in the museum, and Lady Elaine says Old Goat is no longer needed to operate the elevator, but she will pay him before he leaves. Robert Troll arrives with the birds. Everyone is called to the castle by the king, and Robert Troll shows how the birds can do a balloon dance. Mister Rogers talks about how everything is fixed in the Neighborhood of Make-Believe. He plays with a couple of the balloons that Bruce left him and says it is special to use whatever is handy to make up your own pretend. He feeds the fish and says it is important to take care of live things like fish. He sings “You Are Special.”
